In our meeting yesterday, we came to the conclusion that the term "Target Controller" wasn't clear enough. So we're calling it a Tether Controller for now.
We also noted there may be at least two types of tether controllers, depending on whether the tether relation is relative to one or two other joints. For example of two joints, consider the example from the BML meeting of approaching another person with some desired proximity. The resulting target position will fall on the line between the actor's current location and the position of the reference object, thereby depend on both positions.
