We currently install 8.4.14.0 as part of our installer when we install
Saso (our internal project).
Elvish is the project which requires TCL, and it's needed for some of
the tools bundled in the repository (like Fake Recognizer, for example).
I suppose we should think about making a dependency installer for the
Smartbody project, so that Smartbody compiles clean on a fresh system.

Just a quick note:
I was able to compile smartbody using visual studio express edition (a
free download), by using visual c# express to compile the c# projects,
and visual c++ express to compile the visual c++ projects.
However, I was unable to compile elven, as it requires tcl.h, which I
didn't have. Which version of tcl is required for elven? SBM seems to
run just fine without it, but I hate having compilation incompletes of
any sort.
