Clean up some bml parsing code based on new xml_utils.
Add controller's attribute view in resource viewer. Currently works as a place
holder and only exposes "handle" and "pass_through" parameters from
Me_Controller.
Each individual controller should expose their corresponding parameters as
attributes to be control. Also need to figure out a way to handle the scheduler
attributes.
