Refactoring: SBSteeringManager is now an SBService. Algorithm now contained in
beforeUpdate() method in steering, instead of mcontrol_util. 'steer start' and
'steer stop' now call steering.setEnable(true/false).
Changed method of determining local time during parameterized animation.
Removed 'bone' and 'bonep' commands.
