Add initial implementation for Perlin noise controller. It add a small scale
periodic noise on selected joints to avoid "freeze" artifacts in some
controller such as reach.
Usage example :
bml.execBML('brad','<sbm:noise sbm:joint-range="l_shoulder spine1 spine2 spine3
spine" sbm:scale="0.08" enable="true" sbm:frequency="0.1"/>')
