Changed the way that 'bml char <id> file <filename>' is handled: the file is
now read and the XML sent explicitly as part of the vrSpeak message
(previously, only the file path was being sent)> Also, the file path will
include the media path. The process id of the SmartBody instance will be added
to the <act> tag (like this: <act procid="foo">) of the bml.
This will result in more data being sent over ActiveMQ (the entire BML XML,
instead of just the file name).
