branch - smartbody-c-dll - added SBVHMsgManager accessor functions. Removed
InitVHMsg() from Init(). VHMsg is now expected to be turned on separately,
using the accessors.
This lets you specify your own host/scope/port from the calling process.
Previously this wasn't possible, and it would always initialize with env
variable setting.
