Please don't misunderstand my intentions. I am not speaking about 'Open
Source' but something similar to an API or a SDK (Software Developer Kit)
similar to what Microsoft uses for many of their extensible software
packages.

karlnet was *paid* by lucent to develop the COR/ROR firmware, and most
of the config GUI stuff was also developed by them...afaik, they had 
non-disclosure
with Lucent on the whole thing, which is why you can't just go and download
the specs for an AP1000 off Lucent's website.
