I think he meant to put the additional APPO in MV to be an access point.

My main concern was that it would handle the traffic adequately enough (or 
even better, hopefully) than a telco T1 that the dialup customers wouldn't 
be able to see any slowdown.

(As FYI, D is Dunlap, W is Woodbine, NOC is Logan, and MV is Missouri 
Valley, all in Iowa, in case you're interested :)
