I've seen it but it ended up having to do with the Cipher strength of their browser. Some HTTPS still allow 56-bit while many (most, probably) require 128-bit. Have him check his browser to see what Cipher strength he has. If it's older, he may just need to upgrade his browser. Worth a look, at least.

He hooked a computer up to the ABO directly and is able to pull up some HTTPS sites but not others. He's still checking his computer but I was wondering if anybody had seen any issues like this with any other SB equipment. Thanks.
