I like the look of the HPOL Omni - 

I am mounted 45 metres up and want to transmit 2 miles over the tops of some trees - 
would you recommend a 9dbi or 13dbi - I have been told that the 13dbi sends out a flat 
signal and may over shoot where I am trying to get to.

Any more advice?

I dont think anyone makes an electronicaly tilted ant there are some ants that 
have a downtil built in already, I guess you could kind of call this 
electronic but its just the way the ant is made. 
http://www.pacwireless.com/html/sector.html sells a Horizontal polerized 90* 
sector and a 360* sector that I use and workes AWESOME!!! you may be running 
into interference in the vertical polarity which we did as well when first 
starting out. Once we switch to an H pol and BANG we got MUCH better results..
