I have been following Korea market for past 3-4 years. The two MAIN reasons for this type of high broadband penetration in Korea are -

a) Low subscription fee, less than $10/month for residential access

b) Porno-movies

 

ADSL provides most of the coverage, followed by Cable Modems. WISP is almost non-existent due to success of the other two technologies.
