The reason being, you want the customer's data to be flowing as fast as it can over the wireless. If the bandwidth control is at the NOC, then the bandwidth controller there gets to control how many packets that customer gets over the ENTIRE wireless network, and how big those packets are. If the control is at the AP or the client you are creating a bottleneck at that point on your wireless network. Other segments of the network could suffer because of this.   Just something to ponder..
