the first thing to determine is what the APPO is interferring with. I suspect its not messing up VHF Chan 7 freq (174-180MHz I think) as you would normally see it on air (very unlikely), but rather blowing away Chan7 broadcast material on a microwave carrier for distribution from tower to cable company (who then pump it up a cable dist system). Looking at US freq listings, you might find someone is "winging it" (tv distribution) on ham band 2300-2450.
