At this point the 'don't release while changing things' rule kicked in, we wrote the test to exhibit the behaviour and cruise control is now complaining that the build is broken until we have a solution we are happy about checked in. The 3.12.030 release is good to run with, with the warning that you need to change the logging options in default.ini to turn off the noise.
