I'm sorry I neglected to post this back but it was just my own dumb error. I was (incorrectly) thinking that last time I did this, I ran the sm-prepare-image script from the global zone, giving the name of the zone as an argument. The script doesn't tell you anything but access denied when you do that, so it wasn't immediately obvious to me. Anyway, that's all it was. Once I ran it in the zone itself, it worked fine.
