Welcome to the world of Non Uniform Memory Access - NUMA and the concept
of locality.

man lgrpinfo has some information on this.  Here's the output of
lgrpinfo on an HP Microserver with the standard HP BIOS, which also
displays that warning on boot:

# lgrpinfo 
lgroup 0 (root):
        Children: none
        CPUs: 0 1
        Memory: installed 16G, allocated 1.9G, free 14G
        Lgroup resources: 0 (CPU); 0 (memory)
        Load: 0.0493
        Latency: 0
