I just noticed something today while setting up a base64 image to use as an
SSH server. I'm able to use password authentication for all non-root
accounts even with PasswordAuthentication in /etc/ssh/sshd_config set to
"no".

Is there something I'm missing that I need to do?

This is the image I'm using:
62f148f8-6e84-11e4-82c5-efca60348b9f base64 14.3.0
