The format is more like

"docker:env": "[\"foo=bar\"]"

That assigns a value to foo. My guess would be that in your format "blu" and "bla" are being interpreted as commands.

However, trying to create such a zone with vmadm fails. Can someone
help me out with a pointer to the proper docs on how to do that right?
