Do you see any log messages (/var/adm/messages, dmesg,
/var/log/syslog, etc) about the "ixgbe" driver at boot? It might be
helpful to dump out some driver state:

  mdb -ke '::prtconf ! grep ixgbe' | awk '{printf("%s::print struct
dev_info devi_driver_data | ::print ixgbe_t\n", $1);}' | mdb -k

  mdb -ke '::interrupts'

If you snoop on the interface do you see any frames? (e.g. "snoop -r
-d ixgbe0").

What kind of transceiver modules do you have installed in the cards?
Does the switch see the link come up, even though the system does not
seem to be working quite right?

Cheers.
