One of the things to check here: do you have a lot of existing zoneevent processes running? Otherwise, what does zoneevent say when you run /usr/vm/sbin/zoneevent manually? To work around these in the meantime until we figure out what's going on here, you should be able to add 'nowait: true' to your create payload and stop the VM before doing a rollback.
