There are multiple reasons. The first is so that you can only send an incremental send stream across, eg. only what has changed. The second, is for helping keep the administrative model scene. Generally all machines are made from clones of images, if you don't have the base image on the remote system then you have to send a full replication stream that cannot be associated with a clone of the base image. In those situations what do you expect the image uuid to be given that it's no longer actually a clone of that image? Does that help clarify things?
