We switched GeoIP system a couple of weeks ago, so it's possible you are now hitting a different mirror than you were previous. pkgsrc.joyent.com is backed by three different servers: http://pkgsrc-eu-ams.joyent.com/ http://pkgsrc-us-east.joyent.com/ http://pkgsrc-us-west.joyent.com/ You can switch to these URLs depending on where you are located directly in pkgin/repositories.conf and see if that helps things.
