I expect that's only partially true - while I'm sure someone at AWS and GCE
has spent way too much time negotiating terms with Microsoft, anyone can
download the RTM bits, and either run it as trial for a limited time or
punch in their code, after all. Note that Triton has one, (but only one)
listed in
https://docs.joyent.com/public-cloud/instances/virtual-machines/images/windows.
More likely it's a lack of emphasis on hardware VM's, and demand for
Windows especially.

Though deprecated,
https://docs.joyent.com/sdc6/working-with-images/how-to-create-a-windows-virtual-machine-image
looks like it will get you started.
