The "busy" (%b) column reflects the portion of the last sampling
interval during which one _or more_ commands was issued to the device.
Disks can have zero, one, or often many commands issued concurrently.

In the sampling interval, you've highlighted, c0t10d1 had at least one
command issued and outstanding for 34% of the time -- but some, or
many of those commands may have overlapped in their execution.
