The number in this case was designed to be a vxlan (or other
encapsulation protocol) identifier.

Just for completeness - yes, it's implemented for all overlay types.
Just omit "-p vnetid=..." from overlay_rules.json. Then vmadm "nic_tag"
parameter will specify vxlan number of overlay.
