No, upstream fso means the one built by freesmartphone.org based on

AFAIK, the file above is the only official documentation, thus you can
report it as an upstream wishlist bug either on the Debian BTS or better
on the freesmartphone.org trac system ;-)

I will check it, but anyway if frameworkd needs that folder and it does
not creates it, it is a bug.
