Thanks for the quick answer. Fortunately, this time (in a fresh
shr-unstable reflesh) switching on the gsm was a proper fix :) -- sorry
for the noise.

I answered to the `please report' in the log because I also had those
"No handler for..."  (below) in two shr-unstable installations (the same
day before) after upgrading them where FR refused to dial for no obvious
reason so I thought this "No handler for..." is some missing feature
causing no dial.
