I wonder how you can get this:

Looking at the start method for cron (/lib/svc/method/svc-cron)
I don't see where it can return $SMF_EXIT_ERR_CONFIG!!

You should check the log file for each services that are in maintenance
due to SMF_EXIT_ERR_CONFIG.
