If I 'svcadm restart postgresql:version_82' on by b61 machine,
svc* thinks the service has successfully restarted.

But psql can't connect, saying 'database is shutting down'.

It looks like my appserver is holding connections open, preventing
postgresql shutting down.

SMF fails to notice this - it just calls 'stop/start' and believes all
to be well.

Where should I report this? Is it an SMF bug?
