I imagine it's always possible to open cases, it's just a matter of how much should be redacted. Since there isn't an entry in the request tracking table (http://opensolaris.org/os/community/arc/arc-faq/arc-publish-historical-checklist/table), I presume either no one has requested it be opened or no requests have been approved. Anyway, I agree that it would be useful to the OpenSolaris community to open the case.
