I could be mistaken about this -- it's ancient history now -- but I
had thought that the intent with "svc" was to use URI syntax.  That
example (if I undersatnd it) would be more like:

        svc://foo.bar.example/domain/ad:default

We just leave out "//localhost" for local references, as it's implied.
