  The persistent portion of the repository is read-only until the root
  filesystem is remounted read-write.  For a global zone, the repository
  becomes read-write when system/filesystem/usr comes online.

  The tricky piece in early boot between network/ and system/filesystem/
  services is preserving the kernel's initial interface setup so that
  diskless clients continue to work.  You may have to hold on to your
  settings and retry committing them to the repository--or, if they are
  set every boot, instead consider treating them as non-persistent.
