I figured it was going to be pretty simple.  Thanks for the info!  I created a 
very simple script to start twm in the background and used that script as the 
exec method in the manifest:

        <exec_method
                type='method'
                name='start'
                exec='/usr/local/bin/twm_start'
                timeout_seconds='60' />

Works like a charm now.
