Here's a summary of what is accomplished by system/filesystem/* services:

         svcs:/system/filesystem/root        /usr is mounted
         svcs:/system/filesystem/usr          / and /usr are read-write
         svcs:/system/filesystem/minimal   /var, /var/adm, /var/run, and 
/tmp are mounted
         svcs:/system/filesystem/local        all other filesystems are 
mounted

Assuming /usr/local is a mountpount, you should create a dependency on 
system/filesystem/local.

I just loaded a box with U2, svcs doesn't show me a specific service for 
zfs.  (however there is a new volfs, cool!)
