Sometimes I run into a situation where there is the same property in the 
service and the instance; of course the instance wins but it's less 
confusing to not have the service say one thing and the instance say 
another, I think.

Why is this so?  Why do I have a "false" in the running copy?  This is a 
fresh box, just installed.
