The SMF ARC policy was just published here on OpenSolaris.

For those of you not looking to contribute to Solaris or any other Sun 
product, it still may be helpful to see the Policy and guidance that's
given.  But, you're not bound to it by the ARCs. :)

Comments are appreciated, but I do feel compelled to call out two caveats:
   1.  This isn't meant to be a how-to document.  It really is meant
       to set architectural policy.  Many poor implementation choices
       aren't specifically prohibited here either, as they're expected to
       be caught at the code review part of the process.

       (Implementation suggestions will be the realm of the developer
       doc -- I promised a draft to this alias of that document, and am
       still working on it.)

   2.  Changes can take a while to make it into the document, as
       significant updates may need to be run through an ARC case.
