I didn't RTFM until just now, and it *does* explicitly say that validate
uses the running configuration:
Instance FMRIs and instance entity selections use the
"running" snapshot for validation.
However, whether or not it's the designed intent, it does seem less than
ideal. I'll file an RFE.
