You're right, I didn't think this through. Reducing the step size has the disadvantage of making the measurement harder on the network, unless we simultaneously reduce the # of ping packets sent. In fact, we get the very same behaviour by setting pings = 1 and step = 15, so there's really not much point having a new variable for it anyway.
