I'd say this is a bug, or at least a shortcut in the code :)

Could you please try the attached patch 
(or the development snapshot version from
http://people.ee.ethz.ch/~oetiker/webtools/smokeping/pub/trunk/ 
in a few hours) and tell me if it works for you? 

I haven't played with the alerts much before, and I may well have
broken something...
