One of the great things about SmokePing is that it's coded in Perl, which makes it compatible with pretty much any UNIX-like OS. I've personally run it on both FreeBSD and OpenBSD systems, and many people run it under various distributions and versions of Linux. There are no particular kernel or distribution version requirements.

As long as you meet the requirements in the Install documentation (http://oss.oetiker.ch/smokeping/doc/smokeping_install.en.html), which is basically just software packages that you need (RRDtool, Perl, a web server, SpeedyCGI, CGI::Carp), you're good to go!
