user=`grep "^User ..." /path/to/your/httpd.conf`
mkdir -p /var/www/smokeping/smokeping/cache
chown -R $user /var/www/smokeping/smokeping/
replace /path/to/your/httpd.conf with the real location of your
httpd.conf
This may not be the prescribed method, and most certainly isn't the
best way to fix it but it will work.
