I set it to:

#<META HTTP-EQUIV="Refresh" CONTENT="<##step##>">
<META HTTP-EQUIV="Refresh" CONTENT="600">

And it still refreshes for the "step" value, which is 30 seconds.    This
is in the /opt/smokeping/etc directory.
