Theres nothing in the smsserver_out

I used this sql statement (smsserver_out.mysql.sql)

  `ref_no` char(64) default NULL,
  `priority` int(11) NOT NULL default '0',
  `status` char(1) NOT NULL default 'U',

no messages went in...
