Hi, Yes, you can. SMSLib currently supports Clickatell and BulkSMS, but it should be easy to create your own interfaces for your local SMS operators, as long as they support some sort of protocol for sending messages (HTTP, FTP or whatever).
You can even set the originator ID to be your number, so that recipients will know that the messages are coming from you and to have a reply path available.
