Hmm, I am not very sure what you mean... I leave in Greece, Jeff is from Philippines (http://code.google.com/p/ smslib/wiki/Project_Information). I don't believe in the embargo idea - these are politics and I am not a politician :)
If you refer to code donations, enhancements or other parts of the library, there are several of those through the years and quite possibly some of them are from US citizens. All these fall under the APACHE 2 license. I am not sure if I've answered your question (?)
