I send wrong configuration file.
Actual file i am sending now.

my queries are

1.How to send messages continuously from SMSSERVER_OUT table(Without any
restarting the SMSServer)

2.There is column in status SMSSERVER_OUT table.
Which is having 'Q' status .How to use Q status.
