With Fedora that trick doesn't work. I was forced to use sun javacomm
and not the rxtx library. But rxtx can have its own configuration file
as as sun version has.

If I remember correctly, dialout user is for RedHat / Fedora distros.
May be you must to use uucp instead. In order to see, use the command:

ls -l /dev/ttyACM*

when you connect the modem, and see what group you need to belong.
