Yes, you have no permission to do nothing when you are in the group uucp. In order to do something, the entry must be:
crw-rw---- 1 uucp uucp 4, 64 Jan 7 14:38 /dev/ttyS0 Use chmod to change it, and it must to work. Anyway, the permissions in your system are weird because the owner usually is root, and by default, the group is uucp or another but ever has rw access by default.
