First of all, I have no idea whether HTC models support the required
GSM modem functionality.

A GSM modem (or a phone that can act like one) is basically a modem.
It can be managed via an enhanced AT command set. Some modems require
drivers, for example Nokia calls them "modem drivers". Some do not
require any extra drivers. Once connected, you can contact them via
their serial port. USB connected devices create some "strange"-named
com ports, like COM20 or COM40.

Have you tried to run the CommTest (tiny sample app inside SMSLib
directory)? It will iterate all com ports and try to query the
connected devices.
